Why didn't she call me back to remind me? does she not like me?

i joined this organization @school and I signed up to volunteer for a few events and I told her girl who's in charge of it if she could call or text me bec. i don't have any paper with me. she said she would. she never did. i called the office and i was told the event had already ped. why didn't she call?
