Is it illegal to give tattoos with out a license?

one of my bestfriends just died april 30 and i want a tattoo but my mom said no. im under 18 but i know a guy that does it for cheap and good with no signature. but u prolly wouldnt wnat to **** with him. would my mom be able to sew if she found out he gave me a tattoo
