How to introduce a over protect dog to a new dog?

From what I understand, you want to introduce the two dogs in a place that is neutral to both of them. For example you wouldn't want to introduce them at your house because your dog probably feels protective over his (and your :) ) home. Other than that I'm not really sure how you would introduce them, like how to handle them and such. I would think you shouldn't be holding your german shepherd because he would be more protective than if someone else was holding him and he might feel threatened if you are holding another dog. Whether or not to have one or both of them on or off a leash I don't know but it's definetly something to consider.
