Who can Please help. My computer keeps getting cookies x13+ even when I sign in on computer how can I delete?

I have gone to the 'Tools' (R.side of comp) & done the business there. = Deleted cookies'. But the ruddy things keep coming back. So I scan & update with Norton approx. 5 times A DAY. I have contacted Norton & spoke to a lady she said I have a virus but would cost me USA $90 to get if fixed. I understand that my comp. may have to be re-installed but do NOT want to lose my photos'. I only use email. & this kind of site & FB. I would be eternally grateful for help.(as my birthday pressie - today). In anticipation. (:
