I'm solving the issue of New Orleans (to rebuild or not to rebuild? Why? How?) for homework and need an example of a city with a similar geographic site to New Orleans (meaning low elevation, flood and storm hazards, things like that) that overcame its poor geographic site. Mostly, I want to know how they're alike, and how the other city solved its site problem.
