If my skirt doesnt show my underwear when i'm standing up, shouldnt it be okay to wear them really short?

i'm not a tramp or a slut, i can honestly promise you that lol. but technically, if my skirt doesnt show my underwear if i'm just standing (slutty!!!) couldnt it be considered okay to wear them really short??
